If I work in another state but no tax was withheld do I still need to file a return for that state?

My husband and I live in WV. I work in WV, he works in OH. There are no taxes withheld on his W2 for Ohio. Box 18 (local wages, tips, etc.) shows his income for the year. Box 19 (local income tax) shows a zero balance. Box 20 (locality name) says the city he works in. If not taxes were withheld for Ohio but normal taxes were taken out for WV should we even file a return for ohio? Especially since there is a reciprocity agreement?

West Virginia and Ohio have what is called a "reciprocal" agreement.

It means that if you live in one state and work in the other, you only pay tax to the State where you live.

The only time it might be advantages to file a return for the non-resident reciprocal state is if local tax was held and you can get a credit for that tax on your resident state return.

From the way you described your tax situation, with no local tax withheld or due, I would say "NO", there is no reason to file a return for Ohio.
