If I worked in State A and lived in State B, why doesn't my Credit for Taxes Paid to Another State show full amount of tax paid to State A?

I live in CT, Worked in NY for the full year. When doing my return for CT, it doesn't show the full amount of tax that was withheld, or even the full amount of tax that I owed to NY under Credit for Taxes Paid to Another State.

Connecticut will give you credit for the equivalent CT tax paid on your New York income. 

 

That’s not the same as your New York tax withheld or your NY tax liability. That’s because NY’s tax rate is generally higher than CT’s. 

 

For example, the CT tax on $100,000 when filing married joint is 5% but it’s 5.97% in NY so CT will only give you credit for 5%.
