If my Federal and State taxes have been "Accepted" on the Turbo Tax website, do I still need to fill out the Form MO-1040V?

Only if you elected to pay your tax bill by check. If you paid your MO tax bill online or through TurboTax, you can toss the voucher. If you elected to pay by check, include the voucher when you mail the payment.

That depends----Did you pay your MO tax due? If you paid the state by some other method like by paying the state online then you do not need to mail the voucher or a check.
