If my tax liability to a state is 0 do I need to file a return?

It depends.  Having a zero refund just indicates you have paid your taxes already.  Your income and taxes still have to be reconciled. 

 

Each state has it own filing requirements.  Some states, for example, require a return if you have to file federal return and you have any income in the state. Some have income thresholds.  Here is a link you can use to check your state's filing requirement.
