If my taxable income on my New Jersey state is 0 do I have to file a state tax?

Generally no, however, if you want to claim a refund of taxes you had withheld or you are eligible for a NJ earned income credit, then you still may want to file. 

 

If you are a nonresident and have no New Jersey income or you are a resident of PA which is a NJ reciprocal state, you would not need to file a return, unless again, you are claiming a refund of taxes withheld for the state.
