If my underpayment penalty is the same as my state refund how do I make sure that the state refund is used to pay for the underpayment penalty?

Normally, this will be done on the form - the would-be refund shown, then the underpayment penalty is shown, and the net refund is zero.

 

But this depends on the state and whether or not TurboTax calculated the penalty or whether or not you asked the state to calculate it (in this case, the penalty is likely to be billed separately).

 

So, what state and did TurboTax calculate the penalty?

It says on the form AMOUNT I OWE : ***  and then it says REFUND: 0 so does this show that it calculated it for me and subtracted it from my refund after it was accepted in the state of Kansas? Thank you very much.

When you look on your Kansas form K-40, If you have a tax due it will appear on line 34 "Amount You Owe." So, if you have an amount on that line, that is what you owe and have to pay in.
