if states are offering free submission, why is a second state being charged by turbo tax?

for example, New york state is offering free tax submission. so I am entering NY as my first state, and now Turbo whats to charge for the second state.

with knowing NYS is free, do I need to submit my second state first and then would NYS be free

efiling is not free; TT always charges for that convenience, except in NY where charging for the service is prohibited by law.

the order you submit will not matter.

Are you using the Desktop CD/Download program? You do get 1 free state PROGRAM download. Which could be NY or your other state. Then you have to buy the second state PROGRAM for $45.

That was for the Program. Now about Efiling. It is $25 (20 before March 1) to efile EACH state return including the first one, except NY is free to efile. So it doesn't matter which state you file first.
