If the amount of my Oregon (OR) state kicker is larger than the amount of my OR state refund, does that mean I owe state taxes but the kicker now reduced it?

The kicker would be reflected in the state refund amount correct, it's not a separate kicker amount?

That's correct. 

 

The Oregon surplus credit -- aka, the "Kicker" -- is a refundable credit.  That means you receive it whether you have a state tax liability or not.

 

If you do have a tax liability, the kicker (and other credits) can offset it.  If there's an amount of refundable credits left over after your tax is paid, that'll be included in your refund.
