Turbo Tax keeps forcing me to fill out IL 1299-1 but I have nothing to enter so it keeps opening this box, so I gave up on it and didn't file my Illinois taxes electronically.   It's never been this complicated to file my state tax return.

Illinois schedule 1299-I is used to report tax credits on your state return. It may be that you indicated that you qualified for a tax credit for Illinois but did not answer all of the questions necessary for it. Without knowing more about the issue I couldn't speculate further on it however.
