Illinois schedule ICR does not calculate real estate tax credit

Desktop Premier, Windows 10.  The form returns a value of zero because it is programed to use the wrong line of the form.  When will this be fixed.

    My mistake; the form APPEARS to return the wrong value but is correctly returning a value of zero for RE Tax Credit due to an income limitation [250/500k AGI].  However this is not apparent when looking at the form.
