In 2017 I am working in MN yet am a KY resident. Does state reciprocity work in this scenario?

No. Reciprocity only applies to border states , like Ohio. But, you will not be double taxed. You will pay MN tax on your MN income. You will include the MN income on your KY return and KY tax will be calculated on that income. But KY will give you a credit, or partial credit, for what you paid MN.
