Solved

In August I moved from one county to another while staying in the same state of Maryland. Do I have to pay county taxes in both counties?

No, you don't.

When computing your local taxes -- that is, your county and Baltimore City taxes -- on line 28 of Maryland Form 502, you'll compute your amount based on the county (or Baltimore City) that you lived in on the last day of the tax year.

This locale will need to match what you've entered in the Maryland County field on page 1 of Form 502.
