In PA do I pay local taxes to where I live or where I work?

Possibly, both.   Local income tax might be withheld on wages you earn inside city, county, and school district boundaries.  If you live or work in an area that levies a tax, your wages will be taxed by that jurisdiction.

I left a link above.  PA Local Tax.    You only need to enter the tax withholding from your W-2 in boxes 18-20.
