In the questions on Mn state taxes, it says I had an over payment last year and asks if I want to take it out of this year's taxes. How do I find out if this is true?

You want to check a couple of things. First, look at last year's Mn return. Do you show line 29 with an amount? If yes, then you did ask MN to keep that much of your refund and use it this year. If the numbers match up with the program now, you are off to a great start.
Second, did MN actually give you the money or keep it. Look at the actual refund you received last year and see if they kept the money on line 29 or accidentally sent you a full refund or a different amount.
Once you are sure of the amount that was applied from last year's refund, proceed with your return.
