Indiana State Tax E-File rejected

My Indiana state taxes, that I E-filed were rejected due to my 1099R box 16 being less than box 14.  Box 16 has always been zero.  I tried refiling them with zero's in the blanks, but that did not help.  I have had zero's in box 16 since I have been retired 20+ years.  Can you explain, why this is being reject?

Box 16 is supposed to be the amount of the distribution that is reported to the state in box 15 (Indiana?). 

 

Box 14 is the tax withholding for Indiana on the box 16 amount.

 

As you can see, it doesn't make sense to withhold any tax if the income is zero.

 

You being retired makes no difference.

 

Note that value checking on boxes 14-19 has always been spotty because the IRS does not check (or care about) state values.

 

It sounds like a check was put in recently to compare box 14 and 16 for Indiana.

 

If you are filing for one state, then put the box 1 amount in box 16. That would not only be correct but should enable you to file as well.
