I received a notice from TurboTax, saying my state taxes have been approved and accepted, but I got information from the state of Colorado saying they have not received it or processed yet

TurboTax did not say your CO refund was "approved"----TT never knows if a refund has been approved or issued. TT only tells you that the e-file was accepted. Accepted and approved are not the same thing.

Only the state can tell you when the refund has been approved and issued.

Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals.
