Is form 1099-G from Indiana considered income from a different state if I live in Texas?

The form is a refund from the state of Indiana is this an income from another state if I am not filing in Indiana?

No, that is not considered income from another state.  If you are a Texas resident and have no other "income" from Indiana, you do not need to file an Indiana state tax return.
