Question

Is it necessary for me to file a return in a state that I do not live in, in a year that I have not received any income?

I have received income in that state in previous years, and will in the future.

If you did not live or work in that state at any time in 2023 and did not receive any type of income from that state in 2023 then there is no need to file a 2023 tax return for that state.

In general, if you did not have any income sourced in that state, you do not need to file a non-resident return.

But it may depend on the details. Which state and what is the nature of the past and future income.

For example, some states have a gross income, rather than a net income filing requirement.  So,  a rental unit that was vacant for 11 months and showed a net loss for the year, would still have to be filed to report the one month of gross income.
