Is the health insurance and welfare benefit fund surcharge only for NYC residents?

The health insurance and welfare benefit fund surcharge in applicable to New York city employees' retirement system and New York city board of education retirement system. As such, it would apply to individuals that work for New York City, but you would not have to be a resident to be subject to it.
