Is there a bug in Turbotax Colorado State Return?

It is asking for amount in Line item 3 versus Line item 4 to determine credit.

Are you talking about CO form DR 1317?

 

Several years ago (2023?), Colorado made an update to the Dr 1317, and removed a line.

 

But taxpayers were still receiving data printed on the old forms, and they were confused because TurboTax was updated for the new form, while the form in their hands was the old form.
