Issue with 1099-R - Gross Distribution and State Withholding

TurboTax flagged a supposed error on my state return regarding numbers from a 1099-R.  It's telling me that for an eFile, the NY State withholdings number cannot be greater than or equal to the Gross Distribution or State Distribution number.  The 1099-R did not include any state distribution number on the form, but the withholding number is indeed lower than the Gross Distribution number.  So I'm perplexed as to why TurboTax is flagging this as an error.

    Some providers of form 1099-R do not populate the Box 16 state distribution when it is not different from the federal.  However, TurboTax needs a little help to be sure that the numbers are the same. 

    Return to the federal data entry side of the program where you initially entered the 1099-R and populate the Box 16 for Form 1099-R with the same number that is in Box 1.  This will resolve the error.
