It’s asking if I filed state taxes in 2018. Pretty sure everyone has to do this so not sure why it’s asking if I had to. Were you required to file an Iowa tax return for 2018?” And on

On the next screen it asks for these amounts, there’s no way I remember those.

Not everyone has a filing requirement each year.  In Iowa, you report any federal and state refund received in 2019 for 2018.  You will need to look at your 2018 Tax Returns for those numbers.
