Question

It says I can't file until 02/17/2022 because of Form D-400 p1,2. What does this mean? Is there anything I need to do?

No.  You will have to resubmit your North Carolina return when the form is ready.  This means that the form is not ready for tax year 2021 yet.  The system will automatically update when the form is ready.  However, you will need to try again to submit the return after a few days.  It may take longer than the proposed date so keep trying.
