Joint filing credit on my 2018 Ohio tax return

Hi,

 

Why did Turbo Tax put a joint filing credit of $220 on my 2018 Ohio tax return but State of Ohio rejected this credit and now wants me to pay that back?

 

TurboTax gave me that credit in past years and the State of Ohio had no problems with it then.

 

The only difference in my 2018 taxes from past years is that I am receiving a month annuities payment from a pension starting in late 2018.  From what I read this should only be affected if I received a lump sum payment instead of the monthly annuities payment, but I did not do that.

 

is this a TurboTax error or a State of Ohio error?
