kansas state tax refund denied Food sales tax credit

TurboTAX say i qualify but state says I don't and took it out of my refund. I have high Gross income but low adjusted taxable income number ???? of 16K

    The credit is a nonrefundable tax credit, which means your credit amount will reduce your Kansas tax liability. If you do not have a tax liability, this credit is not available to you.

     

    The Food Sales Tax Credit is calculated for eligible taxpayers and appears on the KS 40, page 1, line H and page 2, line 17.

    Review your form to check if you qualified for the credit.

     

    To qualify, one or more qualities must apply to you; be 55 or older all of 2023, blind, disabled  or  have a dependent child under 18 who lived with you all year whom you claim as a personal exemption. You must also be a Kansas resident (residing in Kansas the entire year) with a Federal Adjusted Gross Income of $30,615 or less.
