live in PA work in NY, do I pay local earned income tax in PA

there is a disagreement among tax experts. I know I must file PA State Taxes and NYS taxes, but no one seems to know if I need to file and pay EIT locally. I make less than $10,000 a year. Prepares have told me I do not need to file. So I have not. Now PA (Keystone Collections) is asking for taxes from 2021with hefty fines for late payment. Does anyone know the answer? Thank you.

    Yes, in PA, if you earn income, you need to file a tax return with your local taxing authority. There are no minimum amounts earned, PA and PA localities tax your income from $1 up at a flat rate.  So, it is hard, if you have earned income to find a way to not have to file or pay taxes.
