Lived in Maryland and worked in PA for a short period of time. The PA employer withheld Maryland state taxes, do I still need to file a PA state tax return?

No.  PA and MD have a reciprocal agreement whereby PA does not tax a MD resident.   No need to file a PA state income tax return.

However, any PA local taxes withheld are not subject to this agreement nor are they refundable.

Why is turbo tax still trying to charge me for a PA tax return then? Shouldn't it know MD and PA are reciprocal agreement states?
