In 2017 I lived in SC for 6 months then moved to NC in July 2017. My 1099-R from SC Retirement Systems shows SC Tax WH in box 12 with the SC Payer no.in box 13 but box 14 (State Distribution) is blank. On "Select your State screen" do I check both SC and NC?

In general 1099-R income is taxed by the state you lived in when you received it.  In this case, if you will be filing a Part Year tax return for NC and SC but if you received the money while in SC it will only be reported there. If you received the money in both states (for example a monthly payment) you will divide the income between the states.
