I've lived in WA the entire year of 2022 and worked for a WA based company for the entire year as well. In July of 2022 I started working at a job site in OR for the same WA based company in the same role that I had worked in previously. Do I need to file a 40N (non-resident tax return) with OR?

Maybe.  If you worked in Oregon, you may have a nonresident filing requirement.   Check this chart.  You need to file if your gross income from Oregon taxable sources while you were a nonresident, plus your gross income from all sources while you were a resident if filing a part-year return, was more than the amount shown for your filing status.

Also, did your employer withhold OR tax?   If so, you should file a nonresident OR tax return.
