According to the Michigan instructions for Form 1040-MI, you must file a return if you owe tax, are due a refund amount, or your adjusted gross income (AGI) exceeds your exemption allowance.

For the 2021 income tax returns, the personal exemption is $4,900 for each taxpayer and dependent

If your son is claimed as a dependent his exemption is $1500 and he needs to file and pay taxes if his income was more than $1500.
