Military family living in state with no income tax

My husband is active duty and we currently live in Washington State. We normally pay taxes to Virginia (his home of record) however we now live in a state that does not have state income tax. How could we file our taxes so that we don’t pay state income tax ? I also work and do not have taxes taken out of my income but think I’ll owe it to Virginia at the end of the year.

    Until he changes his SLR (state of legal residence not the same as HOR) you must both continue to file as VA residents.
