If you are a resident of Connecticut and are active duty military stationed in California, you will file a Connecticut resident tax return.  You do not need to file a California tax return unless you have other income earned in the state of California, such as a second job, self-employment income, or rental income.  If you had any California based income then you would report that on a California non-resident tax return.  For more information see the TurboTax Article:  What is my military state of residence?
