Missing information on my state tax form

For my New Jersey state tax form, the data for the my medical deduction and property tax deduction entered on my Federal 1040 was not printed on the actual state form.  The medical deduction is found on the state worksheet for calculating how much is entered on the state form.  Without those entries there is an income amount of about $9000, but my tax liability is $0 which would be correct if the property tax and medical deductions are applied.  They just don't show up on the form.  What's that all about?

    If Line 29 is zero already, there's no reason to populate any further lines on the return.

    (deductions cant reduce that below zero).

    Line 29 is not zero.  It is ~$9000.  I noted that in my original post (not identified by line number).
