Mistakenly filed as Indiana resident in 2018. Did not file a Kentucky return.

Helping my boyfriend with this years taxes, when it prompts for his 2018 tax liability I was unable to find it because, come to find out, he filed as an Indiana resident and didn't file a 2018 KY state tax return at all. How do I fix this? These states have a reciprocity agreement, and I don't know if that makes it any more complicated.

You will need to for both the State of Kentucky and the State of Indiana as in a reciprocity agreement, you are required to file in the state you reside in

As it turns out, he wasn’t taxed in Kentucky at all because he failed notify his employer of his change of address. The problem is, on his 2018 return he provided his new address to the IRS though the address on his W2 was his old one. KY taxes were not withheld from either year. What do we do? I’m afraid he’s in big trouble. 

Do we file this years taxes with the (old, Indiana) address that’s on his W2? 

Since nothing was withheld in Kentucky in 2018 and he didn’t file in that state, not only isn’t there a return to amend, but I can’t complete the previous year KY state tax liability for this year.

It's still not clear; where did he work, where did he live?  When was the move and where was it from and to.

 

If he move from one reciprocal state to the other, the reciprocal rule is out the window (it only applies to full year residents).

 

You cannot file a past year (e.g. 2018) return in online TurboTax; but you can purchase 2018 downloadable software. 

 

Any return filed, at this time, whether for 2018 or 2019 should use your current mailing address.

You don't say which state he is a resident of and which state he worked in. 

 

Assuming he was  a full year KY resident that worked  in IN; he needs to file an amended IN return to get a full refund.  Then he needs to file a 2018 KY return to pay his 2018 KY tax.
