I moved from NY to PA in 2022, including leaving my job in NY at the same time. In summer of 2023 I received a check from my old place of work in NY for a small amount of money (less than $100). I received a 2023 W-2 for said amount. Based my my income level, I do not qualify for any free e-file software. What would be the best way to get file for NY state (not including paying for NY tax forms on turbotax as I would likely lose money paying the extra $50 for the software) .

You wouldn't need to file a New York tax return since the amount earned from there is less than the minimum required to file a return in New York and you are not a resident there in 2023.
