Solved

My former employer never updated my address when I moved to a different state, submitted my information to the IRS, and says they can't change it. What should I do?

My concern is that my taxes will go to Virginia instead of the District of Columbia which is where I lived and worked for the entire year. Is there a way to amend this?

Unfortunately, if your employer cannot correct the state withholdings and your Form W-2 shows VA in Box 15, then you will need to file a non-resident Virginia return to obtain a refund of those withholdings.

You will still need to file a DC resident income tax return and will be responsible for that tax due, as usual.
