My husband worked for a company based in Sweden, but performed his work in Arizona. Do they owe him a 1099?

Sweden may or may not issue a document to record the income.  Regardless,  it should be reported on both his federal and state tax returns. You can report this on a schedule C and deduct appropriate expenses.
