My husband works on the Missouri side of the state line, but his headquarters is based out of Kansas. Does he need to file Kansas taxes?

No, you will only need to file an MO resident state income tax return. This is because work is sourced to where the work in performed (MO) not where the company headquarters is located (KS). So no KS nonresident state income tax return is required.
