My state tax was not filed because Turbo Tax didn't have the approve 540 series forms, can you give me some light on this?

When the forms become available, TT will let you know and then you'll be able to file your State return. Everybody's situation is different, so usually if you need a form that's not yet available, TT has to wait for the Feds or the State to provide it before they allow you to file. It's a waiting game but when you need a form that's not yet there, it usually doesn't take long for it to become available.
