Kentucky has state tax reciprocity agreements with West Virginia. Which means you are taxed in KY where you live.

If you have WV taxes withheld on your W-2, you will want to file a West Virginia nonresident return in order to get back the taxes you paid to WV. 

How do I file a nonresident state return?

You may file a form with your WV employer so that KY taxes are withheld instead of WV taxes.
