The federal and state returns are processed separately so the IRS may not request that you prove your identity.

So can you still receive your federal while you’re identity quiz for state is still processing? Or your entire refund is held up?

As Katrina said, the processing at the federal level and the state level are totally separate, so one should not affect the other.
