My Turbo Tax is carrying over an incorrect number to my state taxes by 70,000,000. I cannot edit it in the form

What form?   We cannot see your screen or your tax return.  A seventy million dollar error is a whopper of an error, likely caused by a misplaced decimal that you entered.     Have you checked your data entries for your W-2--which was entered when you prepared your federal return?   Go to Federal>Wages & Income and check what you entered for boxes 16 and 17 of your W-2's.
