my wife's income comes from Social Security and interest from savings accounts, not from wages, pension or business, why does it still give the deduction to us?

Married couples filing a joint return, when both have taxable income, may subtract up to $1,200 or the income of the spouse with the lower income, whichever is less.

Her interest income counts towards  the Two Income married Couple deduction.
