My wife is retired from UC Davis in California,,,,does she have to file a California state tax form or is south Carolina good enough??? we live in south Carolina.

No, retirement income can only be taxed by the state you are a resident of when you receive, regardless of where it was earned or paid by.  Public Law 104-95 (P.L. 104-95)  prevents any state from taxing income from certain pensions and deferred compensation plans paid to individuals who are not residents or domiciliaries of that state.
