We are filing married filing jointly.

I (husband and head of household)  lived and worked in MN the whole of 2020,

My wife worked and lived in PA for the whole of 2019, and until March 2020. Then moved permanently to MN and applied for unemployment from PA between 07/01/2020 to the end of 2020 while living here in MN.

PA state did not ask for state tax for unemployment ( they asked for the 3 months W2 that she worked in PA).

Do we have to include PA unemployment as MN state income and pay for MN's state tax because she lived here? even if that unemployment is earned from the PA website without any tax withheld?

Yes. Your Pennsylvania unemployment is taxable to Minnesota because you lived in MN when your wife received those benefits. MN taxes residents on income earned everywhere while a resident.

Unemployment is exempt from tax in Pennsylvania and does not have to be included on your PA return.
