New York - IT-213-Empire State Child Credit and 2017 income?

I noticed I didn't claim the 2023 NYS empire state credit.  Turbotax never asked for 2017 info....is this a typo?

 

Who is eligible? 

You are entitled to this refundable credit if you:

  • were a full-year New York State resident or married to a full-year resident,
  • have a qualifying child*, and
  • meet one of the following conditions:
    • you have a federal child tax credit or additional child tax credit based on the income thresholds in effect for 2017 or
    • your federal adjusted gross income is:

No, this isn't a typo. 

 

This merely establishes a baseline for the credit amount; it doesn't require the taxpayer to enter any information from his or her 2017 tax return.

 

According to the 2024 Instructions for Form IT-213:

The credit amount allowed is:

  • 33% of the portion of the federal child tax credit and additional child tax credit (calculated using the federal credit amounts and income thresholds, and rules that were in effect for tax year 2017, before the enactment of [Public Law 115-97]) attributable to qualifying children, or
  • $100 times the number of qualifying children, whichever is greater.

No, this isn't a typo.
