My father passed away in 2020. I am the executor. How do I sign the form? If as myself, do I indicate third party designee? If so, what do I use as a PIN as requested on the form?

No. The third party designee is someone who can receive tax information. It is not the signer (who automatically can receive tax information).

File as the personal representative. New York says, ""If the return is for someone who died and there is no surviving spouse to sign it, print or type the name and address of the person signing it below the signature."

If a taxpayer died after 2019 and before filing a return for 2020, the taxpayer’s spouse or personal representative may have to file and sign a return for that taxpayer. A personal representative can be an executor, administrator or anyone who is in charge of the deceased taxpayer’s property. If a taxpayer did not have to file a federal return but had New York State tax withheld, a New York return must be filed to get a refund.

You will not need a PIN number if you are not a third-party designee.
