NJ filing letter for refund

I had state income tax withheld in NJ in 2022 and 2023, but I did not file because I was under the filing threshold. Can I file for those years now and still get a refund, without any late filing penalty?

You can file past year returns without a penalty if you are getting a refund or do not owe tax due.  You might want to get the forms from the state to prepare and file, since it would be expensive to use past year desktop software from TurboTax to prepare them.
