NJ state tax, do I have to mail a W-2 or 1099-R with the return

The file by mail instructions for the 2016 New Jersey Tax Return suggests what I need to mail and there aren't any instructions for including a W-2 or 1099-R.  Is this true, that I don't need to mail in my W-2 or 1099-R with the state tax return?

You will only include any tax documents that show NJ Tax withheld.

This does not explain why the printed instructions for filing by mail from Turbotax doesn't indicate this
