No Income Earned, but taxes withheld

I live in Georgia, I work remotely for my company in New York.  I received 2 W-2's from the company.  The first is my salary and my Georgia taxes withheld.  The second is no income but NY Taxes withheld.  When I try to do a non-resident tax return for NY to get the taxes back it says it will be rejected electronically because there's no income listed.  Do I need to file a paper return for the NY nonresident?

    Let's try this approach.

     

    Enter your two W-2s as if they were one W-2. That is, enter the first W-2 (the one with the Box 1 amount) into TurboTax. This W-2 has the Georgia entries in boxes 15, 16, and 17, as I recall.

     

    Then in the same W-2 in TurboTax, also enter the NY information (boxes 15, 16, and 17), as if it were on that W-2 all along.

     

    What I am doing to trying to avoid you entering a W-2 with zero in box 1, which won't be able to be e-filed.

     

    Then, in the Personal Info section of TurboTax, when you are asked if you made money in another state, answer YES, and indicate New York, so that TurboTax will enable you to enter a New York non-resident return.

    Thank you.  They are ignoring me right now, but I will ask them to reissue it.  They made the error... they need to make it right.
